I am in seventh grade also, with the same description, if i were you, I would try straightening your hair every once in a while, and if you don't have enough time, put some gel in it, to make it more curly, then pull it back messily and put your hair up, down low! Then take your front hairs and put them high up, then it should look like this:

For Makeup,
use a good, nuetrogena concealer with 15spf and then, use a vibrant purple eyeliner, and some lavender shadow on the lid. Use the type of mascara listed below:

definitely in 7th grade start out with the basics - get a good mascara (loreal voluminous or covergirl lash blast are pretty good), a concealer to match your skin tone for pimples or anything on your face you want to cover up, and some good lip gloss...something clear or with a lighter shade so you don't look too overdone. you can experiment with eyeliner or eyeshadow if you want, but definitely for now nothing too dark or heavy.
for your hair, try a good mousse or gel that defines your curls without being crunchy or frizzy...i have curly hair as well and i use pantene style curls mousse. it works really well!

for the hair try doing it a up bun hair do or pig tails
use teal for the eyeshadow and for the blush go for a more Natural look
try straightnening ur hair and do light brown eyeshasow and light blush for natural make-up
